[Developers] Minimum CMake version

Hey everyone,

In my continued work on improving OpenLibs' build system, I encountered
an issue with Boost. As you may or may not know, Boost has many
component libraries that make up the combined functionality. I had
intended to include the CVS version of FindBoost.cmake in OpenLibs but
found that it required CMake2.6 to work. As the file is distributed with
CMake2.6, I have bumped the minimum CMake version to 2.6.

For OS X and win32, this should not prove to be a problem, but some
linux distros (such as Ubuntu 8.04) ship CMake2.4. I can not vouch for
other distros but Ubuntu 8.10 Intrepid will be shipping CMake2.6, so
until it is released any Ubuntu users should download the intrepid
package and install it manually.
